This version is the parameter on its own, with the Technical Steering Committee's endorsement from July. That reservation is gone.\nThe case has not changed. As reserve-funded rewards decline, a 170 ada fixed fee takes a growing share of a small pool's rewards: a pool making one block an epoch already loses around half of its delegators' reward to the floor, on course for all of it within a couple of years. A floor last set in 2023, against a different ada price and a larger reserve, is now the single biggest penalty on delegating to a small pool. IO's research has reversed its earlier position and finds that a high floor does not stop large operators from splitting stake into many pools — it just makes small independent pools uncompetitive.\nThis is the lever that reaches every small pool directly, today, without waiting for anyone to redelegate. It is the first step in the order IO's own analysis recommends — fee layer, then pledge, then k — and I have voted yes on the k poll in the same spirit: both, in parallel, not one held hostage to the other.\nReservation, for the record: a lower floor invites a fee race to the bottom.
