  - Rename `prefer-top-level` to `top-level`, `prefer-inline` to `inline`.
  - Add new option `prefer-top-level`.
    - Allow `import { Foo, type Bar } from 'Foo'`.
    - Don't allow `import { type Foo } from 'Foo'`.
- Drop flow support.
