# Participant Onboarding Administrator Covenant
## (Administrative Only)

This Covenant governs all entities acting as Participant Onboarding Administrators (POA) within the MODX ecosystem.

## 1. Role Scope

The POA is an administrative service provider responsible solely for:
- Participant education
- Intake form facilitation
- Completeness verification
- Eligibility processing at Level 0

The POA’s role terminates upon a participant’s entry into Level 1.

## 2. Explicit Prohibitions

The POA shall not:
- Recommend projects, instruments, or strategies
- Influence allocation timing or outcomes
- Access non-public opportunity data
- Coordinate with brokers regarding outcomes
- Receive project-based or success-based compensation
- Enter side agreements or long-term contracts related to allocations

## 3. Compensation

POA compensation is:
- Fixed and published
- Administrative in nature
- Calculated only after participant self-direction
- Reported in aggregate only
- Not attributable to any project, broker, or investor

## 4. Enforcement

Any violation of this Covenant results in:
- Immediate suspension
- Compensation holdback or clawback
- Permanent removal from the MODX ecosystem

No discretionary override exists.
