Preserve source IDs, wording, configuration, and assumptions in the output; do not modify a connected system or assert approval. ## Inputs and boundary Obtain the critical performance requirements, current estimates and margins, design drivers, measurement sources, review cadence, and project decision points. Select only measures whose trend could change a design or management action; avoid a dashboard of quantities nobody can influence. ## Method For each candidate, state the parameter, unit, requirement limit, planned trajectory, actual or estimated value, uncertainty, and owner. Distinguish measure of effectiveness, measure of performance, and tracked technical performance measure; a TPM tracks progress against expected values over time. Define where data comes from and how configuration and analysis method are recorded. Propose warning and action thresholds from available margin, measurement uncertainty, and decision lead time, rather than arbitrary percentage bands. Check that thresholds are directional: exceeding mass limit is bad, while lower signal margin may be bad. Define the specific response when warning/action is crossed and how the issue returns to normal. For derived measures, show the formula and avoid mixing incompatible units. If the requirement limit or baseline trajectory is unknown, leave thresholds provisional and request the missing decision. ## Deliverable Deliver a TPM sheet with requirement ID, parameter/unit, planned value by milestone, observed value and source/version, uncertainty, warning/action thresholds and rationale, owner, and triggered action. A simple plot may help when trend matters. ## Miniature example Payload mass limit is 100 kg; current estimate is 94 kg ±3 kg. A proposed warning at 96 kg needs rationale tied to remaining design changes and measurement uncertainty. Without the approved limit, “green below 95%” is meaningless. ## Acceptance checks - Each TPM serves a real decision. - Thresholds derive from limits, uncertainty, and lead time. Every proposed threshold includes an executable owner/action, even if that action remains subject to approval. - Sources and configurations are auditable. Missing inputs permit a bounded partial assessment with specific evidence requests, not invented values, failure rates, clauses, approvals, or safety decisions. Keep analysis rows in the delivered document or spreadsheet; they do not create new exchange Item Types or Relationship Types. If proposing model edits, retain the original records and route proposals through the project’s authorized validation and review process. A responsible engineer or authority owns formal acceptance.
