Preserve source IDs, wording, configuration, and assumptions in the output; do not modify a connected system or assert approval. ## Inputs and boundary Collect as-delivered configuration, verification and validation results, acceptance records, outstanding anomalies/waivers, operating procedures, personnel training, facilities and support equipment, monitoring, maintenance, cybersecurity or access controls as relevant, contingency plans, and project ORR criteria. Define the operational site and mission profile. ## Method Compare the installed system and support products with the approved operational baseline. Check that validation covers real operating scenarios and that deviations are reflected in procedures, training, limits, and monitoring. Walk through nominal startup, routine operation, alarm response, degraded mode, maintenance, recovery, and shutdown; ensure assigned staff and tested facilities can execute them. Verify configuration of software, databases, spares, and external interfaces. Inspect remaining safety and technical risks for documented disposition and operational constraints. Distinguish delivery acceptance, test completion, flight authorization, and operational readiness; ORR specifically tests whether the complete operating organization and deployed system can assume normal service. Identify any unresolved item that prevents safe or effective operation and the authority needed to accept residual risk. ## Deliverable Deliver an ORR criterion/evidence matrix, deployed-configuration record, scenario walk-through gaps, open liens with owner and closure evidence, and recommendation for the authorized decision board. ## Miniature example All ground tests pass, but the night-shift team has not trained on the new loss-of-telemetry procedure. The hardware evidence is positive; operational readiness for that contingency remains open until training and procedure validation are shown. ## Acceptance checks - Installed configuration matches evidence and manuals. - Operators and contingency procedures are demonstrated. - Formal operational authorization is left to the project authority. Missing inputs permit a bounded partial assessment with specific evidence requests, not invented values, failure rates, clauses, approvals, or safety decisions. Keep analysis rows in the delivered document or spreadsheet; they do not create new exchange Item Types or Relationship Types. If proposing model edits, retain the original records and route proposals through the project’s authorized validation and review process. A responsible engineer or authority owns formal acceptance.
