The stabilization of the Weimar Republic has become a fleeting dream.

Four years of fragile consensus between the national conservative DNVP and the Catholic Zentrum were replaced by a brief “Grand Coalition” led by Hermann Müller - however, the onset of the Great Depression shattered the last chance for parliamentary governance. Ruling by decree, the new Chancellor, Heinrich Brüning, chose to call an election after the failure of a budget vote to try to gather a majority in the Reichstag.

In spite of their sacrifices and the shedding of the party left, the SPD is seen by any German right-winger as the harbinger of the despised Weimar regime.

Externally, it was shut out of power by the parliamentary right; internally, it dealt with debates over whether it should stay a workers’ party or become a wide tent “people’s party”, reminiscent of the old Revisionist debates. Disagreement over acceptance of the republic against state overthrow, cooperation against obstructionism, old school “parties of notables” against modern mass politics led to discord, conflict and splits.

Use the default method of allocating seats in the German Reichstag.

The Weimar Republic uses a list-based proportional system, in which each 60 thousand votes equals one seat in the Reichstag. The country is divided into electoral regions and at least 30 thousand votes in at least one of the regions is necessary to qualify for the quota, but aside for that, there is no threshold for Reichstag entry.

Because the amount of votes fluctuates with voter turnout, so does the number of seats in the Reichstag. This system ensures that a large number of parties is always represented in the Reichstag and it is effectively impossible for any one party to receive a majority.
