Use the default method of allocating seats in the Lithuanian Seimas.

Lithuania uses a system of parallel voting. This means that half of the seats (70 of 141) are distributed with a nationwide list-based proportional system, with a 5 percent threshold, while the other half (71 of 141) are elected in single-member constituencies. Citizens receive two ballots on the first election day on October 11th, then, if their constituency has a second round election, vote a second time on October 25th.

This method means that some proportionality is retained, but minor parties can still win some single-member constituencies and enter parliament regardless. Winning a majority of the seats is very difficult.

Alongside gathering votes, your answers in the game will also affect which parties' voters will be more likely to vote for your candidates in the second round.

Meanwhile, significant transformations are taking place among the 'Left'. Thank you for playing 2024 Lithuania!

This is a scenario which seeks to adapt the 2024 Lithuanian parliamentary election, the most recent parliamentary election in Lithuania. After 2020 Lithuania, I considered whether I should make a scenario for the next election, but ultimately decided - yes, this was a wild enough campaign that it needs to be seen by the wider public. Feel free to ping me on the TCT server or message me with thoughts or feedback on this mod!

If you liked this mod, then make sure to also try my other scenarios on the loader - 1993: Post-Communist USA and this mod's prequel, 2020 Lithuania: Plagues and Plaques. Also, give a look to my other scenario which is not on the loader - 1930 Weimar - which deals with a heavier topic, namely the rise of National Socialism in Weimar Germany.

    So what happened?

The first round of the election saw the LSDP, TS-LKD and NA come first, second and third with very narrow margins between each - which immediately raised concern about future coalition stability. It also gave brief, if a little unfounded hope for Conservative voters that their party could actually end up first in the election regardless. In the second round, the Social Democrats swept the single-member constituencies and ended up as the largest party with 52 seats - even more than LVŽS in 2016 or TS-LKD in 2020.

The Social Democrats claim that this was an enormous victory - and, indeed, this is the party's best performance in history - but pre-election polls actually showed them considerably higher than they actually ended up. Meanwhile, despite finishing third, NA is unquestionably one of the election's winners - overperforming expectations and sending a large delegation to the Seimas, trembling the political landscape in the same manner that many of their predecessors have. Their parliamentarians come from all walks of life, however - from Social Democrats, Order and Justice, Labour, Peasants, Liberals and even one MP who began their political career in Freedom. How long can this construct last? God knows.

Vilija Blinkevičiūtė announced her refusal to be nominated Prime Minister after the election, against her pre-election promises, and nominated Gintautas Paluckas of the party's progressive wing to take her stead. This caused a backlash among right-wing media and pundits and lasted for a few days on the airwaves before the country moved on to coalition troubles.

The Coalition: As the election ended, LSDP immediately announced a coalition with DSVL, but lacking a majority together, they had to bring in a third partner for a majority. Their first choice was to bring in LVŽS - again, to the disappointment of right-wing media. However, this option only lasted for a few days, as a plethora of bad blood arose between LVŽS and DSVL - old wounds from splitting apart and personal conflicts, which ultimately made the coalition untenable.

Briefly, the Social Democrats considered adding the Liberals, but one meeting with their leader Čmilytė dashed those prospects, as both parties agreed that they have little in common in domestic affairs. With most options exhausted and Paluckas refusing to consider a minority government, the Social Democrats turned to NA. As of the time this was written, a coalition agreement has been signed between LSDP-DSVL-NA, against fierce backlash from the 'Right', from certain international partners, and from the President. Protests and counter-protests are planned, all while Žemaitaitis continues to melt down in Facebook, describing Conservatives as 'the new Lithuanian Hamas'.

Where do we go from here? Nobody really knows.

It was traditionally supported by loyal urban voters, former deportees, religious voters and nationalists - however, since 2015, when Gabrielius Landsbergis was elected chairman, it began to pivot towards liberal voters in Vilnius.

The TS-LKD won the 2020 election and formed a government with the two liberal parties, led by Prime Minister Ingrida Šimonytė. Much has happened since then. The economy remains on the upswing, but free market reforms to education and energy have been near-universally panned. The War now consumes much of the nation's attention, and the TS-LKD have placed all bets on the issue, aggressively pushing for defence expansion and anti-Russian rhetoric. Scandals and a fraying coalition have eroded the people's trust in the government. Can the Conservatives convince them a second time and keep the traitorous populists of the 'Left' away from power?

NA stands for little beyond loyal salutation to their populist leader, but being born from a conservative-liberal party gives them a somewhat more economically liberal tint compared to their Peasant rivals. The majority of its voters are in the capital, Vilnius, and are educated and lean young.

After a major upset, Freedom breached into the Seimas and entered a coalition with the TS-LKD, but were quickly disappointed by the collapse of their program against right-wing Conservative resistance. This tension was the source of much of the government's instability. Yet, against expectations, Freedom survived and made a surprising fourth place finish in the European Parliament election - so they march to election with optimism, even if they are guaranteed to be isolated in the next term.

It collected the party's more liberal, green and moderate members, though it is still mostly conservative on LGBT rights and decriminalization. For some time, it soared in the polls, but has since been pulled back to the earth and is doomed to only play a secondary role in the 2024 election.

Its two major issues are its poorly defined political platform, and its overlap with the more potent and powerful Social Democrats - the more they grow, the more DSVL tumbles down, and vice versa. It intends to form a coalition with the Social Democrats, but it is malleable enough to consider almost any partner should the election results point that way - a reunion with their old comrades, a coalition with the insurgent Žemaitaitis, or maybe even a deal with the Conservative devils.
