    "This proposal does not modify current parameters, but rather adds primitives for interoperability with Bitcoin, Ethereum, and others after the Chang2 hard fork. While the proposal does not alter existing L1 settings and therefore contains no provisions directly concerning security risks, according to "PCM-3," parameter change actions are required when adding new primitives. Regarding the parameter change guardrail "PCM-01," benchmark-inclusive documentation has been provided. As per "PCM-02," this represents a cost model update for when new primitives are added. Regarding "PCM-03," no negative values have been set. Based on the above, this does not violate the parameter change guardrails. Therefore, it can be deemed constitutional.",
