    "comment": "Although this parameter change cannot be enacted due to conflicts with another parameter change that was approved first, I am greatly in favor of lowering the MINIMUM size of the Constitutional Committee.  There are some opinions that this might lead to an lowering of the ACTUAL committee size, but I don't think that is a necessary outcome that I would expect.  The result of lowering the minimum should instead give us some leeway to continue governance operations in the case that one or more CC members retires suddenly, which has already happened before."
