Mr Asa Mitchel informs me that he has a legal demand against a certain Samuel W. Robeson, and that some doubts have arisen relative to the collection of said demand in consequence of the transaction on which it is founded having been done without the limits of this nation.

To remove this difficulty and prevent similar doubts in future, I have to inform you, that there is no law or custom to prevent the collection of foreign debts, that is, of debts contracted without the limits of this Nation, and that it is your duty to proceed to an investigation of the case above referred to, or any other of a similar nature when properly called on to do so.
