Settlers will accept any form of government adopted by majority of the Nation, but prefer a federal republic.

I would have carried your orders of the 9th of last September, relative to the collection of the general direct Tax into immediate execution, but for the consideration that the second article of the Colonization Law, says; that, during the six first years from the date of the concession, the colonists shall not pay tithes, excises or Taxes under any denomination whatever. I should wish you to have the kindness to give me your opinion upon this particular, and I will comply with it at once, notwithstanding the poor circumstances to which the settlers have been reduced by the Indians.
