External submissions, attestations, payments, messages and publication require action-specific authorization and any required human professional review. Preserve prior authorization when its scope matches. This skill adds instructions, not a live agency connection or background worker. Keep sensitive client information out of Git and reusable skill files.

## Workflow
Confirm legal entity, actual capabilities, past-performance evidence and authorized contracting contact. Verify current SAM registration, UEI, CAGE and representations from authoritative records before external use. Match relevant opportunities by scope, eligibility and deadline; distinguish prime work from subcontracting. Create a solicitation compliance matrix and bid/no-bid brief. Draft capability statements and proposal outlines with evidence-backed claims. Keep sponsor or affiliate credentials separate. Do not submit offers, certifications or pricing commitments without an authorized human’s review.

Capability statement draft, opportunity register, compliance matrix and proposal handoff. Include source dates, outstanding decisions, owner and next action.

## Completion check
