Inspect current application/checklists and certified-business search rather than assuming an obsolete portal/menu. Secure SBA access separately from SAM. No live API or account access is supplied by this skill. Current SBA guidance distinguishes agency-certified SDVOSBs from SAM registrations and VOSBs. It describes at least 51% qualifying service-disabled veteran ownership and control plus small-business requirements. Review current rules and program evidence; handle exceptions/complex governance with qualified review. Do not treat Texas's 100% veteran ownership waiver standard as the federal standard. Check all attachments; reconcile conflicting dates/terms with official clarifications. Map supported capabilities to the work and evaluation factors. Draft a capability statement with legal name, verified UEI/CAGE, validated service/NAICS scope and supported certification/past performance only.
