Reference it securely, never embed it in Git or expose raw veteran records to models. Hutchrok's submitting account and the qualifying owner are separate facts. Do not transfer one owner's eligibility to unrelated clients. Check current [SOS veteran guidance](https://www.sos.texas.gov/corp/veterans.shtml), the Comptroller guidance linked there, exact form instructions/fee schedule and current portal handling. Record source and checked date. ## Verify the exact entity Obtain authorized verification results for Texas formation date, full ownership roster, qualifying honorable discharge for each owner, each owner's VVL reference, Form 05-904 certification reference and existing state designation when applicable. The SOS page checked 2026-10-05 requires Texas organization on/after 2022-01-01 and 100% ownership by qualifying honorably discharged veterans. Relief ends at the earlier of five years or loss of qualification. Recheck at use time. Do not infer disability rating alone, account access or indirect holding-company ownership establishes eligibility. For formation, reconcile formation materials, all owners' VVLs and Form 05-904. For an existing entity, verify continuing qualification and coverage of the exact correction/amendment/other fee. Guidance says certain filing fees, not universal free corrections, searches, certificates or expedited handling. Verify each fee independently through current authority or agency confirmation. Keep franchise-tax relief and remaining reporting obligations separate from SOS fees. ## Reconcile actual portal fees The veteran page still referenced SOSUpload when checked; the [Business Services page](https://www.sos.state.tx.us/corp/index.shtml) announced SOSPortal replacing older systems on 2026-09-29. Prefer current portal/help instructions; seek agency clarification if the waiver attachment, designation or checkout route is unclear. Never invent a waiver control or use an unrelated exemption. Record each fee as VERIFIED_APPLICABLE, VERIFIED_NOT_APPLICABLE or UNRESOLVED, with rule/source, private evidence references, base fee, verified waived amount, remaining due and portal total. These are review results, not new OS state-machine states. If the portal unexpectedly charges, save draft/preview and resolve before payment/submission. Never silently pay, promise reimbursement or bypass checkout. Prepare a support inquiry if needed; sending requires applicable authorization. Deliver an entity-specific waiver review, missing evidence, fee reconciliation and next action. Acceptance requires supported qualification, secure document availability and reconciliation of each fee without veteran records in Git/logs/model context. ## Comptroller coordination Use hutchrok-texas-comptroller for franchise-tax qualification, report-year duties and agency status reconciliation. SOS fee relief and Comptroller reporting relief require separate determinations.
