# Canadian Rental Address Research An open, source-dated directory of official Canadian resources for researching a rental address before signing a lease. It starts with twenty cities: Vancouver, Victoria, Surrey, Calgary, Edmonton, Saskatoon, Regina, Winnipeg, Windsor, London, Kitchener, Waterloo, Toronto, Mississauga, Brampton, Hamilton, Ottawa, Montréal, Québec City, and Halifax. **Français — Québec :** [Rechercher une adresse locative à Québec avec des sources officielles](docs/ville-de-quebec-sources-officielles.md). > **Builder disclosure:** I’m Charles Backman, the builder of BlockScore. BlockScore may benefit if readers choose to join its early-access list. This repository is an independently maintained public resource; no listed government body or data provider sponsors or endorses it. This is a research checklist, not a rating system. It does **not** rate personal safety, verify a property's physical condition, give legal advice, or guarantee that a home is suitable. ## A practical pre-lease checklist ### 1. Match the exact address - Compare the civic address and unit number in the listing, lease draft, municipal map, and what you see in person. - Make sure a basement, laneway home, or subdivided unit appears consistent with available zoning, permit, and occupancy records. - Treat a missing public record as a reason to ask questions—not proof that a unit is illegal. ### 2. Verify who is offering the unit - Ask the advertiser to identify the legal owner or the property manager acting for the owner. - Confirm the property through an official assessment, parcel, or land-title source where available. - Remember that an authorized manager may lawfully rent a property even when their name is not on title. - Never rely on a screenshot supplied by the advertiser when you can open the official source independently. ### 3. Review permits, orders, and building records - Search the address for development or building permits, property-standard records, or rental-building evaluations available in that city. - Read status and dates carefully. A permit can show that work was approved or applied for; it does not prove present habitability or workmanship. - Ask in writing about unresolved repairs, water intrusion, pests, heating, electrical work, and planned construction. ### 4. Check the lease against provincial rules - Use the province's tenancy authority—not a social post—to check deposits, rent increases, entry, repairs, notices, and dispute routes. - Read every page before paying. Save the listing, lease, receipts, inspection photos, and written promises. - If the facts are unclear or the stakes are high, contact the relevant tenancy authority or a qualified legal professional. ### 5. Test daily life yourself - Visit at more than one time of day when possible. - Test the real commute, late-night transit availability, mobile signal, water pressure, noise, lighting, accessibility, and nearby essentials. - Check flood, construction, traffic, transit, and police data only as context. Data coverage and reporting practices vary. ### 6. Slow down when payment pressure appears - Do not send a deposit merely to reserve an unseen unit. - Independently verify the address, advertiser authority, written lease terms, payment recipient, and refund conditions. - Be cautious when someone refuses a viewing, creates artificial urgency, asks for unusual payment methods, or wants money before basic verification. The Government of Canada's [first-apartment renting guide](https://www.canada.ca/en/financial-consumer-agency/services/renting-first-apartment.html) is a useful national starting point. ## Official city starting points | City | Property, permit, or building check | Neighbourhood context | Important limitation | | --- | --- | --- | --- | | **Vancouver** | [City of Vancouver](https://vancouver.ca/): [permit search by address](https://plposweb.vancouver.ca/Public/Default.aspx?PossePresentation=PermitSearchByAddress), [VanMap](https://maps.vancouver.ca/portal/home/item.html?id=2f4c0f13cd7c44c99b1cf4e8a990922d), and [rental standards — current issues](https://opendata.vancouver.ca/explore/dataset/rental-standards-current-issues/) | [VPD crime statistics / GeoDASH](https://vpd.ca/crime-statistics/) | Rental-standard records cover licensed properties with 5+ units only. Extracts refresh daily, but most updates have a 48-hour publication delay and data errors are possible. An absent entry does not prove compliance or habitability. Permit history does not establish current condition; police locations may be offset or aggregated. | | **Victoria** | [Permit-record access](https://www.victoria.ca/building-business/permits-development-construction/building-renovating/accessing-permit-records) and [Development Tracker](https://www.victoria.ca/building-business/permits-development-construction/development-tracker) | [VicMap](https://www.victoria.ca/building-business/maps) | Permit and application records do not prove lawful occupancy, completed work, or current condition. VicMap is informational; confirm zoning with the City. | | **Surrey** | [Building Records Search](https://www.surrey.ca/renovating-building-development/building/residential-building/building-records-search) and [Development Statistics](https://www.surrey.ca/renovating-building-development/land-planning-development/development-statistics) | [Maps & COSMOS](https://www.surrey.ca/services-payments/online-services/maps-cosmos) | Building-record searches are paid, and recent permit listings are not complete property histories. Permit records do not prove completion, lawful occupancy, or current condition. COSMOS data is informational and not warranted; confirm zoning and title independently. | | **Calgary** | [Property research](https://www.calgary.ca/info-requests/property-details.html) and [Development Map guide](https://www.calgary.ca/development/permits/using-development-map.html) | [Calgary Police Service open data](https://data.calgarypolice.ca/) | Some property reports are paid. Police data is community-level context, not an address verdict. | | **Edmonton** | [Development permits map](https://data.edmonton.ca/Urban-Planning-Economy/Development-Permits-Map-View/66ut-y7w2) and [property assessment dataset](https://data.edmonton.ca/widgets/q7d6-ambg?mobile_redirect=true) | [EPS neighbourhood crime mapping](https://www.edmontonpolice.ca/CrimeFiles/NeighbourhoodCrimeMapping) | Assessment records can lag. Neighbourhood statistics do not predict an individual's experience. | | **Saskatoon** | [Building & Property Information](https://www.saskatoon.ca/services-residents/homebuilding-renovations-improvements/building-property-information) and [ePermitting guest search](https://lmspublic.saskatoon.ca/lms/pub/lmsguest/Welcome.aspx) | [Zoning and Land Use](https://www.saskatoon.ca/business-development/development-regulation/zoning-and-land-use) | Public permit history is not a complete property file, and a permit or application status does not prove approval, completion, lawful occupancy, or current condition. Confirm zoning with the City. | | **Regina** | [Property Search](https://propertysearch.regina.ca/) and [Permit History and Building Plans](https://www.regina.ca/business-development/land-property-development/permit-history-and-building-plans/) | [Zoning Bylaw and map](https://www.regina.ca/bylaws-permits-licences/bylaws/regina-zoning-bylaw/) | Assessment uses a historic valuation date and does not prove condition or title. Permit archives may be incomplete; detailed records can require authorization and fees. Zoning context is not site-specific legal confirmation. | | **Winnipeg** | [Property information and records](https://www.winnipeg.ca/building-development/property-information-records) and [assessment search](https://assessment.winnipeg.ca/asmtpub/english/propertydetails/RealtySearch.htm) | [WPS crime and calls-for-service map](https://www.winnipeg.ca/police/crime-prevention/crime-calls-service-map) | Some file searches are paid. Crime data has a publication lag and calls are generalized. | | **Windsor** | [Public Property Lookup](https://publicpropertyinquiry.citywindsor.ca/?area=anon) and [Current Development Applications](https://www.citywindsor.ca/residents/planning/land-development/development-applications/current-development-applications) | [Zoning By-law and index maps](https://www.citywindsor.ca/residents/planning/plans-and-community-information/zoning-by-law) | The lookup shows active addresses and is for general reference, not legal or real-estate transactions. Development applications are proposals, not approvals or completed inspections. Zoning can change weekly; confirm site-specific interpretation with the City. | | **London** | [Property Information Requests](https://london.ca/property-information-requests) and [Residential Rental Unit Licences](https://london.ca/business-development/business-licences/residential-rental-unit-licences) | [City Map Gallery](https://maps.london.ca/WebDocuments/MapGallery/MapGallery/Index) | Basic online information is not a complete property file; detailed records can require fees and authorization. Rental licensing has exemptions and renewals are not inspected. Permit, licence, planning, and map records do not prove lawful occupancy, current compliance, or condition. City terms permit hyperlinks but restrict reuse and automated extraction. | | **Kitchener** | [Active permits and interactive mapping](https://www.kitchener.ca/development-and-construction/building-permits/active-permits-and-interactive-mapping/) and [Current Planning Applications](https://experience.arcgis.com/experience/bb2db3e61bd043209c1f16d16a3ced0c/) | [Zoning bylaw and property zoning viewer](https://www.kitchener.ca/development-and-construction/zoning/zoning-bylaw/) | Permit records cover 1986 onward but do not prove final inspection or lawful occupancy. Planning applications are proposals, not approvals. Kitchener has two zoning bylaws and consolidated schedules may lag; verify site-specific interpretation with the City. | | **Waterloo** | [Rental housing support and licence status](https://www.waterloo.ca/community-support/get-rental-housing-support/) and [Building Permits open data](https://data.waterloo.ca/datasets/city-of-waterloo-building-permits/about) | [Zoning Bylaw and map](https://www.waterloo.ca/planning-and-development/check-zoning-and-land-use-rules/zoning-bylaw-and-map/) | Licence exemptions apply and pending applications are omitted. Permit data is not a complete property file. The Erb Street corridor has separate community planning permit rules; confirm site-specific requirements with the City. | | **Toronto** | [RentSafeTO evaluations and audits](https://www.toronto.ca/community-people/housing-shelter/rental-housing-rights-information/housing-property-standards/apartment-building-standards/audits-evaluations/) and [building-permit status](https://www.toronto.ca/services-payments/building-construction/building-permit/after-you-apply-for-a-building-permit/search-the-status-of-a-building-permit-application/) | [Toronto Police Service maps](https://www.tps.ca/data-maps/maps/) | RentSafeTO covers registered apartment buildings, not every rental. Police data is reported-event context. | | **Mississauga** | [Planning and building online services](https://www.mississauga.ca/services-and-programs/building-and-renovating/planning-and-building-online-services/) and [active development applications](https://www.mississauga.ca/services-and-programs/planning-and-development/development-applications/active-development-applications/) | [Zoning By-law and property lookup](https://www.mississauga.ca/services-and-programs/building-and-renovating/zoning-information/zoning-by-law/) | The City warns of possible errors and update delays. Application and permit records do not prove approval, completion, lawful occupancy, or current condition; zoning may omit unconsolidated amendments. | | **Brampton** | [Registered additional residential units](https://www.brampton.ca/EN/residents/Building-Permits/second-dwelling/pages/registered-additional-residential-units.aspx) and [permit / inspection status](https://www.brampton.ca/en/residents/Building-Permits/inspections/Pages/welcome.aspx) | [Current and new zoning map](https://www.brampton.ca/EN/City-Hall/Zoning-By-law-Review/Pages/New-Zoning-By-law-and-Mapping.aspx) | The City does not warrant the ARU map's accuracy. Permit and inspection records do not prove final approval, lawful occupancy, or current condition. Zoning By-law 14-2026 is under appeal; both by-laws apply, with the most restrictive provisions prevailing. | | **Hamilton** | [Rental Housing Licence maps](https://www.hamilton.ca/build-invest-grow/starting-small-business/business-licences/rental-housing-licence) and [building/demolition permit activity](https://www.hamilton.ca/build-invest-grow/construction-renovation/residential-building-renovation/building-demolition) | [Interactive zoning mapping](https://www.hamilton.ca/build-invest-grow/planning-development/zoning/interactive-zoning-mapping) | Licensing is not citywide and excludes buildings with 6+ self-contained units. Permit and zoning records do not prove lawful occupancy or current condition. | | **Ottawa** | [Search a property](https://ottawa.ca/en/living-ottawa/rental-housing/property-standards-and-maintenance-issues/search-property) and [zoning / geoOttawa map links](https://ottawa.ca/en/planning-development-and-construction/maps-and-zoning/zoning-law-interactive-map) | [Ottawa Police Service data portal](https://data.ottawapolice.ca/) | A search result is not a full inspection. Neighbourhood trends are not exact-property proof. | | **Montréal** | [Property assessment rolls](https://montreal.ca/en/topics/property-assessment-rolls) and [dwelling-inspection guidance](https://montreal.ca/en/request-dwelling-inspection) | [SPVM monthly crime report](https://spvm.qc.ca/en/Fiches/Details/Monthly-crime-report) | The roll can lag and its online search is in French. Police reports cover station areas, not exact addresses. | | **Québec City** | [2025–2027 property-assessment roll](https://www.ville.quebec.qc.ca/citoyens/taxes_evaluation/evaluation_fonciere/role/index.aspx?mslink=129564) and [issued-permit dataset](https://www.donneesquebec.ca/recherche/dataset/permis-delivres-ville-de-quebec) | [Ville de Québec interactive maps](https://www.ville.quebec.qc.ca/carteinteractive/index.aspx) | Assessment information is for personal consultation and can lag. Map layers vary in scope and refresh timing. | | **Halifax** | [HRM property and permit map entry point](https://www.halifax.ca/home-property/building-development-permits/relatedadditional-permits) and [Nova Scotia Property Online](https://www.novascotia.ca/sign-property-online) | [Halifax Regional Police crime statistics](https://www.halifax.ca/safety-security/crime-prevention-safety/crime-statistics) | Property Online is subscription-based. District statistics are not an exact-address safety measure. | ## Provincial tenancy authorities | Coverage | Official source | Use it for | | --- | --- | --- | | British Columbia | [Residential Tenancy Branch](https://www2.gov.bc.ca/gov/content/housing-tenancy/residential-tenancies) | Agreements, deposits, rent, repairs, notices, entry, and dispute resolution. | | Alberta | [Residential tenancies](https://www.alberta.ca/residential-tenancies) and [RTDRS](https://www.alberta.ca/residential-tenancy-dispute-resolution-service) | Rights and responsibilities, inspections, deposits, notices, and disputes. | | Saskatchewan | [Office of Residential Tenancies](https://www.saskatchewan.ca/Government/Government-Structure/Boards-Commissions-and-Agencies/Office-of-Residential-Tenancies) | Agreements, deposits, repairs, notices, rent changes, and disputes; jurisdiction and exemptions apply. | | Manitoba | [Residential Tenancies Branch](https://www.gov.mb.ca/cca/rtb/) | Rent, deposits, repairs, rights, orders, and disputes. | | Ontario | [Renting in Ontario: your rights](https://www.ontario.ca/page/renting-ontario-your-rights) and [Landlord and Tenant Board](https://tribunalsontario.ca/ltb/) | Standard lease, deposits, rent increases, maintenance, notices, and disputes. | | Québec | [Tribunal administratif du logement](https://www.tal.gouv.qc.ca/en/being-a-lessee/rights-and-obligations-of-the-lessee) | Lease, rent, payments, condition, access, notices, and tribunal processes. | | Nova Scotia | [Residential tenancies](https://novascotia.ca/residential-tenancies-tenants-and-landlords/) | Applications, leases, deposits, inspections, rent, maintenance, notices, and disputes. | ## Registered ownership sources Municipal assessment and parcel records help confirm that an address exists, but the provincial land registry is the authoritative source for registered ownership and interests. Access commonly requires a fee, subscription, parcel identifier, or registry agent. A title name still does not prove that a specific advertiser is authorized; ask a non-owner or property manager for written authority. | Coverage | Official access point | Access note | | --- | --- | --- | | British Columbia | [LTSA title search guidance](https://ltsa.ca/property-owners/how-can-i/search-for-a-title/) | Fee; normally requires the parcel identifier (PID). | | Alberta | [Land titles documents and plans](https://www.alberta.ca/find-land-titles-documents-plans.aspx) | Fee; available through ARLO, SPIN2, or a registry agent. | | Saskatchewan | [ISC land-title search guidance](https://www.saskregistries.ca/LandTitles/FindTitle) | Online searches require an ISC account; some services have fees. Quick Search covers active titles only. | | Manitoba | [Registrar-General / Property Registry](https://www.gov.mb.ca/registrar-general/) | The provincial page explains registry oversight and links to the service provider. | | Ontario | [Land registry overview and OnLand access](https://www.ontario.ca/page/overview-land-registry) | Self-search is available online for a fee. | | Québec | [Québec Land Register](https://www.quebec.ca/en/housing-territory/land-information/land-register) | French online register; consultation fees apply and the lot number is useful. | | Nova Scotia | [Property Online](https://www.novascotia.ca/sign-property-online) | Subscription service for ownership and land-registry maps. | ## National market context - [CMHC rental market data](https://www.cmhc-schl.gc.ca/professionals/housing-markets-data-and-research/housing-data/data-tables/rental-market) provides vacancy and rent statistics for Canadian markets. - [Statistics Canada's Census Profile](https://www12.statcan.gc.ca/census-recensement/index-eng.cfm) provides population, housing, commuting, and household context. - [Government of Canada Open Maps](https://search.open.canada.ca/openmap/) helps find federal geospatial datasets. These sources describe markets or areas. They do not validate a particular listing or predict a future experience. ## How to interpret a record | A source may help show | It does not prove | | --- | --- | | An address exists in a municipal system | The listing is legitimate or the advertiser is authorized | | A permit was applied for, issued, or closed | The work is defect-free or the unit is currently habitable | | A building received an evaluation | Every unit has the same conditions today | | A property is associated with a named owner | The owner is the advertiser, or that no authorized manager exists | | Reported incidents occurred in an area | That a person or property is safe or unsafe | | Typical market rent or vacancy | The fair or lawful rent for a particular unit | ## Data files - [`data/sources.csv`](data/sources.csv) — machine-readable directory with coverage and limitations. - [`docs/methodology.md`](docs/methodology.md) — selection, verification, and maintenance rules. - [`docs/toronto-open-data.md`](docs/toronto-open-data.md) — a focused guide to three renter-relevant datasets from Toronto's Open Data Portal. - [`docs/ville-de-quebec-sources-officielles.md`](docs/ville-de-quebec-sources-officielles.md) — guide en français pour consulter prudemment cinq sources officielles à Québec. - [`CONTRIBUTING.md`](CONTRIBUTING.md) — how to report a broken link or suggest an official source without publishing personal data. ## Use the directory locally The repository has no runtime dependencies. Clone it, then open `README.md` in a browser or `data/sources.csv` in a spreadsheet program: ```sh git clone https://github.com/Fink692/canadian-rental-data-sources.git cd canadian-rental-data-sources ``` Python 3 contributors can run the dependency-free structural check before proposing a source change: ```sh python scripts/validate_sources.py ``` The validator checks the CSV schema, required values, URL shape, ISO source-check dates, and accidental duplicate rows. It does not contact external sites; contributors must still open each official source and verify it manually. ## Limitations Public records can be incomplete, delayed, corrected, removed, or scoped differently across cities. This directory does not reproduce source data and does not endorse conclusions about residents, owners, neighbourhoods, or protected groups. Always open the source, read its date and methodology, and verify important facts directly.
