**Open Verification: the Proof-of-Control Standard for Agents**

This is a working draft, not a final standard. It will change based on member input,
working-group deliberation, public comment, and implementation experience. It is stewarded by the

## Status, and Where This Standard Lives

**The repository:** [github.com/AAI-Society/ov-poc-standard](https://github.com/AAI-Society/ov-poc-standard)
— the specification, the schema and test vectors, the audit checklist, the framework mappings, the
reference implementation, and the preprint all live there.

**The timeline, and when the standard moves:**

* **Until October 30, 2026: public comment.** The document is open for comment. The working
  group reviews every comment and publishes the decision (accepted, rejected with rationale, or
  deferred).
* **At the close of public comment: the standard moves to GitHub.** The normative core — the
  definitions, the six domains, the evidence properties, the Verifiability Tiers, the binary
  threshold, and the conformance requirements — graduates to GitHub as the canonical, versioned
  specification, the single source of truth for the standard. Every version is numbered and every
  change is tracked.
* **From then on: one home for the standard, companion documents for the case.** The strategic
  and societal material becomes companion documents alongside the spec. When you need the
  standard, you go to GitHub; when you need the case for it, you read the companions.

**Reference implementation and conformance test:** the standard commits to a reference
implementation and a conformance-test suite on the roadmap, so conformance can be demonstrated
with running code, not only asserted on paper. Both accompany the versioned specification, and
[the roadmap](../../docs/roadmap.md) carries the detail.

The specification is published under
the [Apache License 2.0](https://www.apache.org/licenses/LICENSE-2.0):
free to read, implement, translate, and build on. The certification mark, *Proof-of-Control
Certified*, is protected as a trademark, so only systems assessed as conformant may claim it.
