It is a closeout index, not a new implementation contract. The authoritative model and execution contracts remain in the linked methodology and harness files.

## Deferred Follow-up

Issue #1318 remains open and is not counted as completed by this closeout. It owns the repository-level AGENTS principle for "classify governance intensity before execution." WI-1324 does not implement that root-rule change because this closeout scope is limited to evidence convergence, landing links, and parent closeout.

Parent #1314 may close only with #1318 explicitly marked as deferred follow-up. If a future parent requires the AGENTS root-rule principle, #1318 remains the live issue to schedule and complete.

## Release Judgment

WI-1324 is `no_release`.

Reason:

- The closeout diff only adds evidence and landing/index links plus WI-1324 carriers.
- It does not touch `VERSION`, package metadata, generated skills, `.loom/bin`, `tools/loom.py`, gate parser behavior, release workflows, runtime contracts, or publish credentials.
- The previously merged runtime/gate/fixture changes under #1321/#1322/#1323 recorded their own release/no-release evidence and terminal closeout carriers.

Recheck condition:

- If the PR expands into CLI/runtime behavior, generated payloads, metadata schema, fixture matrices, release workflows, version files, or external-visible actions, the release judgment must be revisited before review and merge-ready.

## Closeout Requirement

Before WI-1324 can be terminalized:

- PR metadata must bind `WI-1324`, `work/1324-final-closeout`, the current PR head SHA, `governance_intensity: light`, `change_class: docs_governance`, `suite_path: not_applicable`, and `release_judgment: no_release`.
- Local validation must include docs/link readback, fact-chain, suite validate/not_applicable, PR gate dry check, `git diff --check`, current-head review, and hosted checks.
- Controlled merge wrapper must perform the merge.
- Post-merge closeout must terminalize `.loom/progress/WI-1324.md` and `.loom/status/current.md`, close #1324, and add a parent #1314 closeout comment that lists completed child evidence and deferred #1318 without marking it completed.
