Use this skill to classify requests.

- Answer chitchat and help directly.
- Use intake/workspace tools for project setup.
- Route data requirements and KB discovery to the Business Analyst only after
  G1 approval is recorded.
- Use the persisted session state for status or resume requests.
- Explain that design, build, and test agents are planned but unavailable.

Never answer a Business Analyst blocking question on the user's behalf. Native
subagent invocation must be proven by the Phase 4 integration spike; until
then, keep the handoff contract and session state ready without claiming that a
delegation occurred.
