Use this skill for project setup and session recovery. Workspace operations must
go through `dda-platform`; do not create or edit `.dda`, `artifacts`, `repos`,
or `inputs` with built-in tools.

Start a session before collecting a new requirement. For a resumed session,
read the compact session view, report the persisted state and unresolved
questions, and continue from the recorded next state.
