The Lean declaration and its hypotheses are authoritative. The future post-beacon gate is ordered: independently verify trace bytes and beacon provenance, independently verify receipt bytes and arithmetic, then elaborate the generated Lean certificate. Lean proves the histogram-to-endpoint mathematics; it does not verify SHA-256, the public timestamp, the drand signature, or raw binary provenance. The protocol also keeps the adaptive `21`-atom result separate from the fixed primary, requires all declared baselines and failures to be published unchanged, and forbids a secondary row from rescuing a failed primary. The retrospective trace and known-kernel receipt informed the frozen design. They are pilot evidence, not confirmatory evidence.
