Use the following steps as guidelines for defining your goals. Some of these steps require the sn\_gf.strategy\_planner role and some require the sn\_gf.goal\_user role. If you're an Goal Framework for SPM user, you need the sn\_gf.goal\_admin role to configure the target automation feature. All steps are the same for defining goals using either Goal Framework or Goal Framework for SPM. 1. Create a strategic plan to define the purpose - vision, mission, and values - of your organization. For more information, see [Create a strategic plan](https://raw.githubusercontent.com/ServiceNow/ServiceNowDocs/australia/markdown/australia/it-business-management/goal-framework/create-strategic-plan.md). You can create strategic plans only when Strategic Planning is installed. Creating a strategic plan isn't required to define goals. 2. Create a strategic priority to orient your organization's strategic plan to your goal. For more information, see [Create a strategic priority](https://raw.githubusercontent.com/ServiceNow/ServiceNowDocs/australia/markdown/australia/it-business-management/goal-framework/create-strategic-priority.md). 3. Create a goal. For more information, see [Create a goal](https://raw.githubusercontent.com/ServiceNow/ServiceNowDocs/australia/markdown/australia/it-business-management/goal-framework/create-goal.md). 4. Create targets for goals to track and measure the progress of the goals. For more information, see [Set targets for a goal using Goal Framework](https://raw.githubusercontent.com/ServiceNow/ServiceNowDocs/australia/markdown/australia/it-business-management/goal-framework/set-targets-for-goal.md). 5. \(For Goal Framework for SPM users only\) Set targets for goals and configure the target sources for the targets to auto-update the actual value of the targets. After the progress of a target is updated, the target's progress is rolled up to its goal. For more information, see [Configuring target source for target automation using Goal Framework for SPM](https://raw.githubusercontent.com/ServiceNow/ServiceNowDocs/australia/markdown/australia/it-business-management/goal-framework/setting-targets-for-a-goal-and-automating-the-actual-value-using-agf.md) . 6. Create a goal or target relationship with a work or strategic item. For more information, see [Associate work or strategy with goals or targets](https://raw.githubusercontent.com/ServiceNow/ServiceNowDocs/australia/markdown/australia/it-business-management/goal-framework/associate-work-with-goals.md). 7. Set a goal or target as primary for the work and planning items where the items contribute to achieving the goal. For more information, see [Associating the primary goal or target for work and planning items](https://raw.githubusercontent.com/ServiceNow/ServiceNowDocs/australia/markdown/australia/it-business-management/goal-framework/associating-primary-goal.md).
