        "description": "`Authorization: Bearer <JWT>` — the scheme name in any case (RFC 7235); a header naming another scheme, or none, carries no credential, and nor does a cookie.\n\n**The issuer's token.** People and agents alike sign in at the knowledge base's trusted issuer (`identity.issuer` in the gateway's configuration document), and the token it mints is their bearer here. Signed RS256 by a key the issuer publishes at the `jwks_uri` its `/.well-known/openid-configuration` names. The gateway fetches that key set when it holds none, when the one it holds is `x-semiont-limits.keySetMaxAgeSeconds` old, and for a `kid` the set does not have once the set is `keyRefetchCooldownSeconds` old. A fetch is given `keyFetchDeadlineSeconds`, discovery included; one that fails is not tried again for `keyRefetchCooldownSeconds`, and requests that need the keys meanwhile share the one fetch or its failure. With no usable set, a token is refused. `iss` must equal the configured issuer exactly. `aud` must contain this knowledge base's resource identifier: its did:web resolved to an https URL, the value `/.well-known/oauth-protected-resource` publishes as `resource`. Expired, not-yet-valid or wrongly signed tokens are refused. The holder is named by the subject its issuer asserted, the value of the claim `identity.subjectClaim` selects, which must be a non-empty string, percent-encoded, under the knowledge base's `site.domain`: `did:web:<domain>:agents:<subject>` when the token's `kind` claim is `agent`, which the issuer stamps on every agent's account and no person's, and `did:web:<domain>:users:<subject>` otherwise. `email` is optional; when present, `email_verified: false` is refused. `name` and `picture` are displayed when present. Capabilities ride a flat `roles` array: `semiont-service` marks a service's account, and `semiont-worker` grants the right to claim jobs. A token whose claims do not make a `UserId` names no principal and is refused. Whatever route it reaches, the verified holder's DID is what `POST /bus/emit` stamps as `_userId`, and the token's `roles` what it stamps as `_roles`. How every name here is formed — the encoding exactly, with cases — is specs/src/principals/cases.json.\n\n**Refused requests.** A request whose credential is refused is counted against the holder its token names, read without verifying it: the claim the gateway names a holder by, `identity.subjectClaim`, of a token naming the trusted issuer as its `iss`. A request with no token, or with one that names another issuer or no holder, is counted in one count shared by every such request. Each holder may have `x-semiont-limits.refusalBurst` requests refused at once, and `refusalsPerSecond` after, per gateway process; past that, a refused request is answered 429 with the `LimitRefusal` code `refusal-rate` and a `Retry-After` in place of its 401. A token that verifies is never counted and never limited, whatever its holder's count, so naming another's holder in a forged token cannot lock them out; and the roles a refused token claims are not read. The gateway counts at most `refusalHolders` holders, and drops the one it began counting first to count another."
