It seeks to fund infrastructure for the ongoing operation and future development of the Cardano ecosystem, including integrations that expand interoperability, liquidity rails, analytics, and oracle capabilities. Confidentiality does not necessarily render a budget unconstitutional, provided that such confidentiality is narrowly tailored to facilitate the aim of the Action and in the best interest of the Community. Here, as indicated by the proposal’s authors, the disclosure of such information could both preclude engagement with vendors and partners from the outset and undermine the negotiation of favorable terms in the best interest of the Community.     "precedentDiscussion": "To constitute a valid foundation for subsequent Treasury Withdrawal Governance Actions, Budget Info Actions must be found Constitutional  by the Constitutional Committee in a state satisfying the commiteeMinSize parameter. At the time of Action submission and when Ace Alliance first evaluated its constitutionality,  the Constitutional Committee size was below the committeeMinSize parameter. Accordingly,  we provisionally found the Action Unconstitutional and published  a rationale to bring this to the attention of Cardano governance participants.\n\nBecause a new member of the Constitutional Committee is active  as of Epoch 602, satisfying the commiteeMinSize parameter,  we evaluate and find the Action Constitutional on that and all remaining grounds.
