These are my main concerns:\n\n- anonymity of the proposing Team does not foster good discussion;\n- the proposal lacks strong research foundations;\n- I personally would support a percentage-based Net Change Limit, rather than a fixed one.\n\nThank you to the proposers, respectfully.
