People go to him and ask him for their needs. He tells them: 'You have made vows (nadhr) to righteous people—for example, to Al-Husayn, Ali, or Al-Abbas—and you must fulfill these vows. If you do not, a severe punishment will befall you.' They do what he says without hesitation and fear him greatly. He advocates for making vows to other than Allah, saying: 'I lean upon Al-Abbas; he is the one who speaks into my head and tells me the truth because I am a righteous man.' When the people hear this, they tremble with fear and supplicate to him, fearing they might be struck by his wrath. Please provide us with a fatwa and guidance on this matter. May Allah reward you with goodness. ### Answer: This person who claims knowledge of the unseen, asserts that Al-Abbas speaks into his head and informs him of everything, and advocates for making vows to Al-Husayn, Ali, or other deceased persons to seek proximity to them—this man is astray, misleading others, and a disbeliever (kafar). One should not pay him any attention, rely on him, or fear him. Rather, he is a deceptive charlatan and a sorcerer in whom there is no good. He uses these expressions merely for promotion, to intimidate the masses, to consume their wealth, and to deceive them with such matters. Therefore, this man must be reported to the responsible authorities, if there is an authority in the country responsible for such cases, so that he may be deterred from his evil actions and held accountable. He must be called to repent; if he repents, all is well and good, otherwise he is to be executed as a disbeliever.
