# U.S. Economic Development Administration (EDA)

> The U.S. Economic Development Administration is a bureau of the United States
> Department of Commerce that makes grants and provides technical assistance to
> economically distressed communities, working with regional boards and economic
> development districts to generate employment, retain existing jobs, and stimulate
> industrial and commercial growth. EDA is a grant-making agency, not an API provider:
> as of 2026-09-06 it publishes no developer programme, no API reference, and no
> machine-readable API contract.

## What EDA publishes for machines

- No OpenAPI, Swagger, GraphQL, AsyncAPI, gRPC/Protobuf or WSDL contract was found on
  any EDA-controlled host.
- No /llms.txt is served by EDA; this file is generated by API Evangelist from the
catalogue record and the artifacts in this repository.
- EDA's own published data are documents, not endpoints: state-by-state impact reports
as PDF (https://www.eda.gov/impact/data) and research/performance material as PDF,
  XLSX and XLSM (https://www.eda.gov/performance/tools).
- www.eda.gov and eda.gov sit behind a Cloudflare managed challenge and return HTTP 403
to any non-browser client, including for /robots.txt, /llms.txt, /data.json and every
/.well-known/ path. Anything EDA publishes on that host is unreadable to an agent.

## The one machine-readable surface on an EDA host

- EDA Grants Management Portal — https://sfgrants.eda.gov/s/ — a Salesforce Experience
Cloud site on EDA's own subdomain, used by grantees to manage EDA awards.
- OpenID Connect discovery: https://sfgrants.eda.gov/.well-known/openid-configuration
  (HTTP 200) — issuer https://sfgrants.eda.gov, JWKS at https://sfgrants.eda.gov/id/keys.
- Salesforce REST API version list: https://sfgrants.eda.gov/services/data/ (HTTP 200).
- Everything past authentication is gated: /services/data/v62.0/, /services/oauth2/register
and /services/oauth2/introspect all return HTTP 401 anonymously. There is no public
onboarding path, no documented base URL for developers, and no published rate limits.

## Where EDA data actually lives

- Grant award history: https://www.usaspending.gov/ (Treasury, not EDA).
- Funding opportunities: https://grants.gov/ (HHS-operated, not EDA).
- Regional economic indicators EDA points at — StatsAmerica, the Regional Innovation
Index, Measuring Distress, USA Counties in Profile (https://www.statsamerica.org/) —
are operated by the Indiana Business Research Center at Indiana University under EDA
funding, so their data surfaces are not EDA's to publish or govern.
- The U.S. Cluster Mapping site (https://clustermapping.us/) was built for EDA by the
Institute for Strategy and Competitiveness at Harvard Business School; the domain is
registered to Strategy & Competitiveness Associates, not to EDA, so its data API is
not attributed to EDA in this catalogue.

## Artifacts in this repository

- well-known/economic-development-administration-well-known.yml — /.well-known probe of
  eda.gov, www.eda.gov and sfgrants.eda.gov.
- well-known/economic-development-administration-openid-configuration.json — the OIDC
provider metadata served by the grants portal, saved verbatim.
- authentication/economic-development-administration-authentication.yml — the OIDC/OAuth
  profile of the grants portal.
- scopes/economic-development-administration-scopes.yml — the 36 scopes the portal issuer
  declares.
- conformance/economic-development-administration-conformance.yml — standards assertions
  with fetched evidence.
- security/economic-development-administration-domain-security.yml — TLS/DNSSEC/SPF/DMARC
  probe of eda.gov.
- plans/economic-development-administration-plans-pricing.yml — no plans; EDA charges
  nothing and sells nothing.
- rate-limits/economic-development-administration-rate-limits.yml — no published limits.
