# Federal Committee on Statistical Methodology (FCSM)

> The Federal Committee on Statistical Methodology is an interagency committee, chartered
> by the Office of Management and Budget and supported by the OMB Statistical Policy Office,
> dedicated to improving the quality of U.S. Federal statistics. FCSM is a policy and
> methodology body: it publishes guidance, standards and conference proceedings. It does not
> operate, publish, or document a public developer API.

Generated by the API Evangelist enrichment pipeline from apis.yml and the artifacts in
  all/federal-committee-on-statistical-methodology/, after probing statspolicy.gov, fcsm.gov
and nces.ed.gov. FCSM does not serve /llms.txt itself: https://statspolicy.gov/llms.txt
answers HTTP 200 with the site's generic 31,432-byte HTML shell (identical to a control
path), which is a soft-404, not a document.

## What this is

- This file is written and maintained by [API Evangelist](https://apievangelist.com), not by FCSM.
- It describes a third-party profile of FCSM's **public** surface, assembled from pages any
member of the public can reach with a browser and no credentials.

## API surface

**None.** As of 2026-09-09, FCSM publishes no API, no OpenAPI/AsyncAPI/GraphQL/gRPC/WSDL
contract, no MCP server, no A2A agent card, no SDK, and no developer portal. Contract discovery
probed the FCSM site host (statspolicy.gov and www), the FCSM vanity domain (fcsm.gov and www,
which 302s to https://statspolicy.gov/FCSM/) and the legacy FCSM host nces.ed.gov for
`/openapi.json`, `/openapi.yaml`, `/swagger.json`, `/v1/openapi.json`, `/api-docs`, `/docs`,
`/redoc`, `/llms.txt` and the named `/.well-known/` paths. Every `/.well-known/` path returned
404; every other path on statspolicy.gov returned an identical HTML shell (a soft-404 catch-all).

FCSM's published outputs are PDF guidance documents — for example *A Framework for Data
Quality* (FCSM 20-04) and the *AI-Ready Extension to the Data Quality Framework* (FCSM 25-03).
Statistical data itself is published by FCSM's member agencies (Census, BLS, BEA, NCES, NCHS and
others), each of which runs its own API under its own domain; those surfaces belong to those
agencies, not to FCSM.
