- Formats: `f=json`, `f=geojson`, `f=pbf`; export also offers csv, kml, geoPackage, shapefile, filegdb, excel.
- Paging: `resultOffset` + `resultRecordCount`. Page size is capped at 1000 (2000 standard); a
  capped response sets `exceededTransferLimit: true`.
- ERRORS COME BACK WITH HTTP 200. Parse the body and test for an `error` key —
  `{"error":{"code":400,"message":"Invalid URL","details":[...]}}`. This is not RFC 9457.
- No rate-limit headers are returned. `x-esri-query-request-units` is Esri's tenant credit cost,
  not your remaining quota.
- Production versus test is carried in the service NAME only: `extLVM` is production,
  `extLVM_tst` and `extLVM_dev` are not, and nothing in the metadata says so.

## Not available to agents

- Outage data: the outage maps at hawaiianelectric.com are a Blazor client over
  `https://outagemap-api-heco.azurewebsites.net/api/v1/` which answers 401 with
  `WWW-Authenticate: Bearer`. Tokens are minted only for that client; there is no registration
  path, no documented scopes and no metadata document. Do not treat it as an available API.
- Customer energy data: Green Button is offered as a file DOWNLOAD to signed-in customers through
  the SAP portal at eservice.hawaiianelectric.com. Green Button Connect My Data / ESPI — the
  OAuth 2.0 delegated path a third party would need — is not published.
- Interconnection filing: the Customer Interconnection Tool at forms.hawaiianelectric.com is a
  human web application behind a login, not an API.
