The Cloudflare Wallet handle is public operator identity. Payment settlement uses x402 and the `payTo` address advertised in the challenge.

## Fast safe purchase path

1. Choose a recipe, then send `{ request, spend_policy }` to the free `/validate-request` endpoint.
2. Continue only when `spend_authorized` is true; copy the returned receipt digest into the unchanged paid intent.
3. Send that intent to `/verify-evidence` or MCP `verify_evidence`. The first unpaid response carries the exact x402 terms.
4. Pay only when the binding digest, price, network, asset, `payTo`, and expiry match local policy.
5. Retry the identical intent once with payment and retain the binding, `PAYMENT-RESPONSE`, and signed evidence.

MPP clients can consume this service through MPP's x402 compatibility. The server continues to issue and account for x402 challenges; it does not advertise a native MPP challenge.
