# NAESB — North American Energy Standards Board

> NAESB is the non-profit, industry-consensus standards development organization formed in 1994 that writes the business practice standards for the North American wholesale and retail natural gas and electricity markets, organized into four quadrants: Wholesale Electric (WEQ), Retail Electric (REQ), Wholesale Gas (WGQ) and Retail Gas (RGQ). It authors REQ.21 Energy Services Provider Interface (ESPI) — the standard behind every Green Button implementation in North America — and it operates the NAESB Electric Industry Registry (EIR), the central registry underpinning electronic tagging across the wholesale electric market.

NAESB is a standards author, not a data holder. Read the following before assuming anything about its API surface:

- NAESB operates exactly **one** API of its own: the EIR webRegistry SOAP service, administered by Open Access Technology International (OATI). It is read-only, has 30 operations, and is gated by mutual TLS with an X.509 client certificate issued by a NAESB-Authorized Certification Authority, plus a paid annual subscription ($275 as of 2025-10-01). The WSDL is served anonymously; the data behind it is not.
- NAESB does **not** operate an ESPI / Green Button endpoint. Each utility Data Custodian hosts its own. If you need Green Button data, go to the utility, not to NAESB.
- The ESPI **XML schemas** are genuinely open — Apache License 2.0, a documented one-time exception to the NAESB Copyright Policy — but the narrative Model Business Practices are copyright-protected and paywalled ($8,000/year membership, $2,000 per quadrant version, or $250 per individual standard, with a free view-only three-business-day evaluation waiver for non-members).
- There is **no** OpenAPI, no GraphQL, no MCP server, no SDK, no CLI, no sandbox, no status page, no webhook or event surface, and no `/.well-known/` discovery documents. These were probed on 2026-07-27, not assumed.
