description: >-
National Cheng Kung University is a non-commercial public higher-education institution and sells no
API access. The one institution-operated machine-readable endpoint verified on 2026-09-01 — the
CKAN Action API at data.ncku.edu.tw — is free, anonymous and needs no key or registration, and its
data is released under Taiwan's Open Government Data License v1, which the portal states is
compatible with CC BY 4.0. Everything else on the estate is either a vendor tenancy priced to the
institution rather than to developers (Ex Libris Primo/Alma, RapidILL), or gated behind
institutional SSO. There is no developer portal, no API key program and no paid tier of any kind.
notes: >-
No published per-seat or per-call commercial pricing. "Free / Open" reflects open
public endpoints; "Affiliation / Credentialed" reflects access gated by institutional
  identity rather than payment.
