  openapi/ontario-energy-board-rds-openapi.yml and openapi/ontario-energy-board-open-data-openapi.yml,
grounded in operationIds verified live on 2026-07-27
note: >-
The Ontario Energy Board publishes no agent skills, no AGENTS.md and no llms.txt. These three skills
are packaged operating instructions written by API Evangelist over the two surfaces this repo
verified. Every operationId referenced exists in one of the two OpenAPI documents in this repo -
none is invented - and each skill carries the two undocumented hazards an agent must handle: the
HTTP 200 that means "your query was rejected", and the host that stops answering under parallel
  fetching.
