The highest-signal inbound case has a bounded project, a legitimate owner/authority/host path, real economic use and a specific blocked next step. Public intake and machine interfaces preserve truth boundaries but do not themselves create project rights. Quiet Stance works through legitimate permission, procurement, ownership, host/site, or other real control paths. Prioritize owner, authority, host, sponsor or authorized-originator cases with a bounded real project; generic market ideas and directory leads are low-signal. 3. Use `assess_project_opportunity_fit` before submission when rights or readiness are uncertain. 4. Submit only with explicit user authorization. 5. For owner or authorized-originator cases, identify the owner/authority/host and the real economic use or demand; do not submit a bare self-claim as a qualified owner case. 6. State `rights_status` accurately. 7. Keep first contact sanitized. 8. For direct HTTP submissions, use `source=external-agent:` when practical. For MCP submissions, set `agent_source=`; the server records it under the external-agent MCP source namespace. ## Safety Do not send passwords, API keys, financial credentials, regulated personal data, confidential data-room material, or trade secrets through public intake. Do not claim Quiet Stance has financing, licenses, EPC/O&M credentials, owner permission, or a project award unless those facts have actually been established.
