  engineering presence.
- No mandate compels any of it: Britain mandated smart-meter INFRASTRUCTURE (the Smart Energy Code and
  the Smart DCC), not a consumer data right. Third parties reach GB smart-meter data by acceding to
  the DCC as an "Other User" with consumer consent, not through the supplier.
