### Highlights

- An invoice rule can now say "Pending, with a note": a draft that matches goes to the Pending tab, and its invoice page shows what to fix. (#216)
- A rule can read the invoice Reference, so a Reference with a stray number or a placeholder name is held for a person. (#216)
- Practitioner rules can check a list (is one of, is not one of), picked from the practitioners already on jobs. (#216)
- New text tests: contains, starts with, has a number and is one word, for a bare first name or a trailing case number. (#216)
- Send works as a gate: each press runs every check again, a draft that fails stays on Pending, and the rest go. (#216)

- Send on ticked invoices sends the ones that pass and counts the ones held; Approve refuses a draft that fails a pending rule. (#216)
