A New Jersey native, Mr. McCahill was educated at Boston College and Harvard University. After graduate study in Sanskrit, South Asian Studies and the History of Religion, he worked as an administrative officer at Harvard, 1973 - 1975.

Mr. McCahill entered the Foreign Service in 1975 and had an initial assignment as a consular and economic/commercial officer in Hong Kong from 1976 to 1978.   He then studied Chinese in Taichung, Taiwan before joining the American Embassy in Beijing, where he covered Chinese domestic politics from 1979 to 1981. In 1981 and 1982, he worked in the State Department's Executive Secretariat under Secretaries Haig and Shultz. From 1983 to 1986, Mr. McCahill did political and economic reporting from the U.S. Mission to the European Communities.  He remained in Brussels to serve as NATO Secretary General Lord Carrington's executive assistant, 1986 - 1988.  Mr McCahill was Consul General in Quebec, 1989-1992, and Deputy Chief of Mission in Oslo 1992 - 1995, before beginning his current assignment as Deputy Chief of Mission in Beijing in July 1996. On July 2, 1999 Mr. McCahill assumed the responsibilities of Charge d'Affaires of the U.S. Embassy.  He speaks Chinese, French and Norwegian.

Mr. McCahill has three sons and a daughter, and is married to Anne Sofie Synnevaag, a Norwegian newspaper and radio journalist.

麦克海先生于1975年开始其外交官生涯。他的第一个任所是香港，1976年至1978年间在香港领事馆任领事和经济商务官。1978年开始在台湾的台中学习汉语，并于1979年至1981年在美国驻华使馆任二等秘书，他的工作范围包括分析中国国内政治。自1981年至1982年，黑格和舒尔茨相继任国务卿，麦克海先生在国务卿行政办公室任秘书。1983年至1986年任职于美国驻欧洲共同体代表处，负责分析政治、经济情况。1986年至1988年他留在布鲁塞尔任北约秘书长卡林顿勋爵的执行助理。 1989年至1992年在加拿大的魁北克总领事馆担任总领事。1992年至1995年在美国驻挪威使馆担任公使。1996年7月麦克海先生开始其在北京的公使任期。1999年7月2日他担任美国驻华大使馆临时代办。他通晓汉语、法语和挪威语。

麦克海先生有三个儿子和一个女儿，夫人史淑芬女士是挪威报社和电台记者。
