Former U.S. Commissioner to the Standing Consultative Commission (ABM Treaty) and U.S. Representative to the Bilateral consultative Commission (Nuclear Testing), Ambassador Joseph is on detail to NDU from the Office of the Secretary of Defense. Dr. Joseph was previously the OSD Coordinator for Counterproliferation Policy, the Principal Deputy Assistant Secretary of Defense for International Security Policy, and Deputy Assistant Secretary of Defense for Nuclear Forces and Arms Control Policy. Dr. Joseph has been on the faculty of the National War College since 1993.
