Overview


SBA's ONE STOP CAPITAL SHOP (OSCS )

WHAT?

the U.S. Small Business Administration's contribution to President Clinton's Empowerment Zone/Enterprise Community Initiative.

WHY?

to provide the tools for small businesses to get started, stay in business, and expand. Strong small businesses will provide sustainable economic growth which is one of major objectives of the initiative.

HOW?

by bringing the SBA's business development and capital resources together with other federal, state, local and private sector resources in one convenient location. The collocation is a redeployment of existing resources which will not only provide convenience to the customer but it will also help leverage resources.

PROCESS

for determining what the OSCS will contain and how it will be run will come from the community with consultation from the SBA and other participants. The communities will be "stake holders" and will be responsible for housing, managing and maintaining the OSCS.

The SBA will make available its resource partners such as Service Corps of Retired Executives (SCORE), Small Business Development Centers (SBDCs) as well as those delivering its financial programs such as 7(a) lenders, Small Business Investment Companies (SBICs), microlenders, and Certified Development Companies (CDCs).

The OSCS should redeploy, not duplicate, existing technical and financial assistance to maximize effectiveness and supplement assistance where there is a need.

OPERATING SYSTEMS

MS-DOS 6.22

MS-DOS version 6.22 is the latest operating system available for DOS-based computing systems. 6.22 allows the user on-screen descriptions of the various DOS commands and allows the user to increase (by doubling) the hard disk capacity.

MICROSOFT WINDOWS

Windows is an icon-driven operating system using symbols and file groupings to represent commands and software files. Among the software programs available in windows are:

          -   Microsoft Office Suite Professional
          -   National Business Association's (NBA) First Step Review

These software programs are described further under their specific headings.

Also, specific Windows-based software includes:

          -   Program Manager
          -   Accessories


These are operating software and the user should not be allowed to change the initial settings.

SOFTWARE APPLICATIONS

DOS-BASED

SMALL BUSINESS EXPERT

This menu option is a software package developed by Oasis Press based on their hard copy series "Starting a Business in (by state)." A set of this material is available in the Business Information Center Library.

The Main Menu shows:

INDX - Quick scan at topic index
Key - Search for key words
Taxes - Tax Calculations Submenu
Test - Entrepreneurs self test
Scan - Screen colors and texture
USER - User manual, general help
Xpert - Consult Expert for advice

Test- Entrepreneurs' self-test

This goes through a number of questions providing multiple choice answers such as:

"I do things on my own. Nobody has to tell me to get going." Easy does it. I don't put myself out until I have to.

At the end of these questions the user is rated from 0-20. If one has a really low score the computer will say "you may be better off working for someone else."

The other menu options allow the user to ask specific questions about starting and operating a business within a particular state and other pertinent issues encountered in managing a small business.

COMMUNICATIONS

The menu selection in both DOS and WINDOWS allows the user to access an electronic bulletin board containing useful information about the U.S. Small Business Administration's products and services, as well as information on small business resources available in each state and a variety of other useful information such as training manuals and a mailbox system to allow users to leave messages and ask questions.

The communications software used is Telix, which is a shareware domain software.*

The first screen the user sees shows a Telix Command Summary box, a Main Functions box and other functions as well.

          Exit Telix................... Alt-X

The user should press Alt key and the D key simultaneously and then press the enter key. A dialing directory will appear with the number for SBA Online.

To dial "SBA Online"

Select or move the highlight bar to the directory item for "SBA Online," displaying the following phone number 1-800-697-4636 and then press the enter key.

Wait for the dial tone. When the system indicates that a connection has been made to bulletin board, press any key.

(Key) * Shareware Public Domain Software is available for review and use by a site. However, to be legal, sites must register their copy Of Telix. The information needed to register the software is available from the opening screen in Telix.

Then a series of prompts will ask you to type:

Your name, location and then a password. Once you have established a password, you will always use the same password when accessing the bulletin board.

- The computer then shows:

Number of calls to date, total users, average calls per day, average file uploads per month

Once you are into the bulletin board, it will take you to the main screen which shows the following

  3. Local Information
  4. Outside Resources
  5. Quick Search Menu
  6. White House Information
  7. Talk to Your Government
  8. Small Business Success Stories
  9. 9 New Items

If the user wants to view messages in the mailbox area or download large files, he/she must access the bulletin board via a 900 or 202 number. The 900 number is not available from the BIC computers.

WINDOWS-BASED SOFTWARE

MICROSOFT OFFICE SUITE PROFESSIONAL & BOOKSHELF

This menu option allows the user to access a collection of full featured programs that work as an integrated package. The user has access to seven essential desktop reference volumes (Bookshelf) along with Microsoft Word, Excel, Powerpoint, Access and Office Assistant in the Windows environment. Microsoft Office Suite Professional is a total software package containing a word processor, a spreadsheet, graphics, communications, database. A user can type letters, develop a business or -marketing plan, create a spreadsheet detailing the financial condition of the business and finally develop a database of client information for mailings, etc.

MICROSOFT WORD

This menu option allows the user to access Microsoft Word in the Windows environment. Microsoft Word version 6.0 is the latest word processing package available from Microsoft. A user can type letters or develop and write a business or marketing plan for their small business.

MICROSOFT POWERPOINT

This menu option allows the user to access Microsoft Powerpoint in the Windows environment. Microsoft Powerpoint is a desktop software package containing icons, page layouts and various fonts and colors to design and develop graphics, business cards and brochures.

MICROSOFT EXCEL

This menu option allows the user to access Microsoft Excel in the Windows environment. Microsoft Excel is a comprehensive spreadsheet application that allows the user to manage, format, chart and analyze data.

MICROSOFT ACCESS

This menu option allows the user to access Microsoft Access in the Windows environment. Microsoft Access is a relational database management system that lets you store, organize and easily retrieve information.

MICROSOFT OFFICE ASSISTANT

This menu option allows the user to access Microsoft Office Assistant in the Windows environment. Microsoft Office Assistant has 54 business solutions that work seamlessly with Office Professional. It can be used to generate direct marketing analysis forms, financial statements, 5-year projection and business planning templates, purchase orders and more.

MICROSOFT PUBLISHER

This menu option allows the user to access Microsoft Publisher in the Windows environment. Microsoft Publisher is a full-featured desktop publishing program and the tools to create publications in just a few easy steps. The interactive PageWizard design assistants help you create newsletters, brochures, flyers and customizing user's communication needs.

JIAN

BizPlan Builder This program is accessed through Microsoft Word or Excel. It allows the user to organize their ideas into an acceptable business plan format. The user builds their business plan by using the documents created in BizPlan Builder located in the Microsoft Word library. Users can access spreadsheets through Microsoft Excel. Using both Microsoft software packages with the BizPlan program, the user creates a user-friendly business plan tailored to their specific needs.

Publicity Builder This program is accessed through Microsoft Word. It allows the user to develop sample press releases, over 15 samples included in the program. Publicity Builder also provides press kit materials (company background, case histories, etc.), telephone contact guidelines and more. The user simply edits existing documents found in the Publicity Builder program through Microsoft Word and then creates their own customized set of materials.

Employee Manual Maker This program is also accessed through Microsoft Word. It allows the user to develop their own company specific employee manual. The Employee Manual Maker program contains over 120 policy statements, various form letters and memos as well as more than 30 benefit packages for use in developing your own employee manual. Using existing forms and templates found in the program, the user accessing Microsoft Word edits and modifies these forms and templates to create their own specific versions.

JETFORM BIZFORMS

This menu option allows the user to access a collection of business forms and stationary used on an ongoing basis by small businesses. Clients can develop and print their own stationary, business cards and generate business forms such as invoices, bills of lading and past due notices.

CD-ROM SOFTWARE

CD-ROM software on a compact disc (CD) is in "read only memory" (ROM) format. The user can view and print a great deal of data which is stored on the disk, but can not alter the data.

Bookshelf This menu option allows the user to access the CD-ROM version of Microsoft Bookshelf in the Windows environment. The user may use this option to access the following software: Concise Quotes, Bartlett's Familiar Quotations, Encyclopedia, Dictionary, Thesaurus, Atlas, 1994 Almanac, Bookshelf, Overview, Quickeys and Bookshelf Read Me.

Under the:

Concise Columbia Dictionary of Quotations you choose a letter from the alphabet and it lists quotations under the specific letter.

Under Bartlett's Familiar Quotations you choose a letter from the alphabet and it lists quotations under the specific letter.

Encyclopedia An abridged alphabet including such features as: Sights and Sounds, Narrated Animations, Animations, Musical Examples and Images.

Dictionary An abridged dictionary including such features as: Sights and Sounds, and an Appendix.

Thesaurus A thesaurus containing synonyms (words with similar meanings) and antonyms (words with opposite meanings).

Atlas A graphic representation of country locations around the world including the Flags of the World.

Book of Facts 1994 - World Almanac A listing of interesting facts which can be used in a variety of situations.

DUN & BRADSTREET CD-ROM DISKS*

Million Dollar Disk

A definitive source of business information, Dun's Million Dollar Disk pinpoints more than 215,000 companies with one or more of these criteria:

  • Sales of more than $25 million annually
  • More than 250 employees
  • Net worth of at least $500,000

As well as business profiles of 450,000 key executives.

Middle Market Disk

Gives information on 150,000 "mid-level" companies with the following profile:

  • Sales of between $4 million to $25 million annually
  • 100 to 250 employees

As well as business profiles of 270,000 key executives.

Service Market Disk

Information on more than 200,000 hard-to-find service and publicly administrated companies with the following profile:

  • Companies in accounting, auditing and bookkeeping, advertising and public relations, architecture and engineering, consumer services, executive search, health, hospitality management consulting, motion pictures, research, social services and law.
  • Sales of more than $1 million or 40 or more employees.
  • Also branch locations with 15 or more employees.

Business Locator Disk

Business Locator is an alphabetical listing showing locations and company identifications on more than 10 million U.S. businesses. Business Locator also offers an expanded information base including:

  • Full business address with ZIP code
  • Telephone number
  • Standard Industrial Classification (SIC) Code
  • Cross-reference to ultimate U.S. parent company.
