Local Flexibility and Barrier Removal:
Lessons from Empowerment Zones and Enterprise Communities

EZ and EC communities have taken seriously the Federal government's promise to administer programs more flexibly and innovatively. CEB Agencies have received hundreds of requests for waivers and barrier removal from designated communities. A large number of the requests are concentrated in three Departments: Labor (DOL), Housing and Urban Development (HUD), and Health and Human Services (HHS). The Environmental Protection Agency (EPA) also received a substantial number of requests involving brownfields redevelopment.
