Online Profiling Workshop
The National Telecommunications and Information Administration ("NTIA") of the United States Department of Commerce and the Federal Trade Commission held a public workshop on November 8, 1999 on "online profiling," the practice of aggregating information about consumers' preferences and interests, gathered primarily by tracking their movements online, and using the resulting consumer profiles to create targeted advertising on Web sites. The agencies sought public comment addressing various issues related to the practice of online profiling. (Federal Register Notice) Reply comments may be filed through November 30, 1999. In 1998, the Department of Commerce requested comments on various aspects of Internet Privacy including the effectiveness of self regulation for privacy. Specifically, the Department of Commerce sought comment on the staff discussion paper "Elements of Effective Self Regulation for Protection of Privacy." It also asked for responses to specific questions concerning online privacy protection. In addition, the Department sought input on the specific instances in which government action may be necessary to protect privacy on the Internet.
