Exporting and Importing of Hardware/Technical Data

The GSFC Export and Import Control Program provides the information and controls necessary to properly export hardware, technical data, and technology to/from international destinations. All export/import originators are responsible for coordinating with the Center Export Administrator (CEA), prior to exporting materials to foreign nationals in the U.S. or abroad, or importing materials from foreign destinations. The Center Export Administrator will assist:

  • In interpretations of laws, regulations and policies concerning exports/imports.
  • Project personnel in complying with agreements between NASA and foreign countries, obtaining licenses as required, and approvals prior to exporting/importing items.
  • Contracting Officers in preparing contract clauses and terms/conditions concerning exports and imports for contracts, grants, and loan agreements.
  • Contractors and grantees in obtaining appropriate export licenses and to comply with laws, Commerce/State/Treasury Department regulations and NASA policy.
  • Countries participating in a NASA project to clear freight through U.S. Customs, to include working with the country’s broker or agent to clear the shipment through U.S. Customs.
  • With awareness training for Center customers who export or import material to/from foreign nationals in the U.S. or abroad.

Customer Process:

  • Development and approval of license applications usually take 90 days to complete.
  • Shipment originators should fax a copy of the GSFC 20-4, Transfer/Shipping Request, to the Export Control Office prior to delivering material to the Packaging Section or Packing/Crating Office. A detailed description of the items to be exported should be included.
  • Handcarry of "tools of trade" items usually require no additional paperwork than the GSFC 20-4.
  • The Export Control Office will also review any NASA Form 1676, DAA Form, and NASA Form 1679, Software Release Form, and assist the GSFC International Visitor/Visits Office.
  • The Export Control Office will work with the originators and project personnel to ensure that appropriate jurisdiction (U.S. State Department or U.S. Commerce Department) and authority are cited and will then approve the export.
  • Upon approval, material should then be presented to the Packaging Section at Greenbelt or the Packing/Crating Office at Wallops for shipment and/or handcarry. Arrangements may also be made for the items to be picked up from the customer's location.
