NOTICE OF OPEN COMPETITIVE EXAMINATION FOR:

BUDGET ANALYST/ACCOUNTANT
MONTHLY SALARY RANGE: (C-4-1) - $3,291.50 - $4,000.85 (5 Steps)

Undesignated fringe benefit allotment of $463.38/month and dental coverage, life insurance, and membership in the Public Employees’ Retirement System

THE POSITION: An individual in this position provides technical assistance in budgeting, finance, accounting, purchasing and other related business matters to School District Business Officials and/or County Office of Education administrators; audits records and project expenditures for non-compliance with GAAP, Federal, and State laws and regulations.

TYPICAL DUTIES: Reviews and/or prepares budgets and financial analyses; audits records, project expenditures and internal controls for compliance with GAAP, State, and Federal laws and regulations; prepares narratives, reports findings, and makes recommendations. Provides technical assistance and training to school district business office and/or County Office administrative personnel in a variety of areas including accounting, budgeting, school finance, purchasing, pupil attendance, deferred maintenance, food services, and in the development of cost reduction programs. Reviews districts' and County Office's Independent Audit Reports for non-compliance items; performs on-site reviews of districts or County Office operations; and assists in the development and implementation of new accounting and budgeting systems and procedures. Conducts in-service training workshops and may provide individualized training in personal computer operation. Reconciles cash statements; prepares payroll tax reports, unemployment insurance reports and other similar reports. May act as lead person and coordinates the compiling and filing of various reports with other governing agencies. Performs other related duties as required.

QUALIFICATIONS: Associate Degree in accounting or business administration plus three years of increasing responsibility in accounting, auditing, or financial analysis, preferably in a school district or county office of education; or approved equivalent combination of education and experience. Knowledge of personal computers and spreadsheet software desirable.
