President Wiggins convened the meeting of October 26, 1999, at 5:30 p.m.

The Board participated in a workshop with Dr. David Stine of San Bernardino County Board of Education to discuss the mission statement, the role of the Board of Education versus the role of the Superintendent and relations between the Board and county office staff.

The Board recessed at 8:30 and reconvened at 8:35 in room 142.

Consent Agenda – General Matter

Upon a motion by Ms. Cobb and a second by Mr. Elizalde, the Board voted to adopt the following Consent Agenda – General Matter:

 

• Resolution No. 1582 recognizing November 1999 as American Indian Heritage Month.

 

Ayes: Avellar, Carrillo, Cobb, Deadrich, Elizalde, Jones, Wiggins

Noes: None

Abstentions: None

Absent: None

At the request of President Wiggins, a letter with a copy of the resolution will be sent to Sally Gallegos, United Indian Nations.

Presentation – Gail Jones

President Wiggins and Superintendent Jordan presented to

Ms. Gail Jones a Public Education Service Award for her leadership in developing and persistence in completing the Board workshop series.

 

The Alameda County Board of Education recessed and convened as the Alameda County Committee on School District Organization.

Transfer of Territory – Castro Valley Unified School District to Hayward Unified School District

Ifeoma Adams, Business Services, reviewed for the Board the criteria for approval of the petition. She submitted copies to the Board of a legal opinion regarding the legal concerns and definition of "uninhabited territory" from Suzanne K. Reed, Associate General Counsel of School and College Legal Services.

Following discussion by the Board, a recess was taken to consult with Ms. Reed regarding approval of the petition.

When the Board re-convened, Dr. Carrillo moved to approve the petition contingent upon both districts submitting an agreement to the Superintendent within two weeks. Ms. Cobb seconded her motion.

By the following roll-call vote, the Board approved the petition.

Ayes: Avellar, Carrillo, Cobb, Deadrich, Elizalde, Jones, Wiggins

Noes: None

Abstentions: None

Absent: None

Mr. Avellar moved to establish the area of election to include all of Castro Valley Unified School District, all of Hayward Unified School District and all of the uninhabited territory. Ms. Cobb seconded his motion.

By the following roll-call vote, the Board adopted the above area of election.

Ayes: Avellar, Cobb, Deadrich, Wiggins

Noes: None

Abstentions: Carrillo, Elizalde, Jones

Absent: None

Dr. Carrillo asked that her abstention be recorded as a concern for the issue of cost for the election and who will be responsible. Mr. Elizalde and Ms. Jones agreed.

 

The Alameda County Committee on School District Organization adjourned and re-convened as the Alameda County Board of Education.

President’s Report

President Wiggins announced that he attended the recent County Teacher of the Year dinner at the Claremont Hotel in Berkeley. Assemblymembers Audie Bock and Ellen Corbett were also present. U.S. Representative, Barbara Lee and State Senator,

Liz Figueroa both had representatives in attendance. Kami Winding, County Teacher of the Year from New Haven Unified School District, was nominated as one of five for State Teacher of the Year.

Items from the Secretary

Superintendent Jordan announced that she is working with

Ms. Cobb on job placement for youth through the Private Industry Council.

She also shared that there is a proposal for a bond issue in Oakland that would assess $100 per $100,000 of assessed value of a home and renew the $75 parcel tax designated for rehabilitation of schools in Oakland. She invited all Board members to attend the Oakland Board meeting tomorrow night for a presentation to Mr. Percy Julien.

Superintendent Jordan stated that there is a lot of construction going on within the county including six new schools in

San Lorenzo and 2 new schools in Albany.

Items from the Board

Ms. Cobb shared that she felt Oakland schools were being used politically and a two-thirds vote would be required for the passage of a bond issue.

Ms. Cobb also inquired if New Village Charter School was on the agenda for November 9. She stated that she would make every effort to be at the Oakland Board meeting tomorrow night.

She also shared that she had a recent meeting with Assemblywoman Ellen Corbett.

Mr. Elizalde recently attended the opening of the new

Guy Emanuele School in New Haven Unified School district. He shared that there were a number of parents protesting because their students, who live very close to the new school, were being bussed to another school. There is also a recall of some of the current board members for redistricting of school boundaries.

Mr. Elizalde shared that six board members were up for election in the Pleasanton Unified School District with some very difficult political issues as well.

Dr. Carrillo announced that she would like to attend the board meeting in Oakland tomorrow night.

Mr. Avellar attended the legislative update conference held recently at the county office. Subjects that were discussed were California under the new governor, charter school legislation, and special education funding. Mr. Avellar also shared with the Board a news article on March Fong Eu which stated her past membership on the Alameda County Board of Education.

Ms. Jones attended the 25th Anniversary celebration of the National Organization for Women (NOW).
