--- name: certification-operations description: Reconcile certification outcomes, credential issuance records, appeals, retakes and operational exceptions using existing tools. license: MIT --- # Certification Operations Read [operations](../certification-workshop/references/method.md#operations) and the [shared contract](../certification-workshop/references/operating-contract.md). Establish the exact program/version, form, candidate pseudonymous identifier, authoritative result source and owner-approved award decision. Passing an assessment alone may not meet every eligibility or credential condition. A completed lesson is not automatically certification. Reconcile local award records using reconcile-awards; inspect conflicts before preparing any action. Bind the actual decision to the award target fingerprint returned by status, including candidate, credential version and issue/revoke action. Changing recipient or action needs a new reviewed revision and decision. Real issuance also records eligibility/result evidence; revocation records its reason, separate authority and revocation receipt. Stable candidate/program/credential-version identity prevents duplicate intent, but local records cannot prove a provider has not issued already. Before a retry after timeout or unknown status, read the provider's records. Never mark issued from a draft, request or hoped-for response; record an actual receipt. No helper issues a credential or sends results. External actions require the user's authorization for the exact effect/audience. Track appeals, accommodations, incident investigation, revocation and retakes in restricted case records with owners/deadlines and evidence. Do not place candidate PII in example files or routine summaries. Preserve original outcomes and record authorized corrections. Apply the owner's retention policy; never automatically delete source evidence. Report drafted, authorized, submitted, observed and reconciled separately. Continue useful administrative work when a provider is unavailable.
