- Skill files describe available verification tools, their applicability criteria, and how to interpret their output
- Read the relevant skill files at the start of every task before writing an implementation plan
- The tool curation stage selects which tools form the Definition of Done for a given task based on these files
- Skill files are living documentation — if a task changes how a tool is used, adds a new tool, or changes a convention, the relevant skill file must be updated as part of that task
- The `When to Select This Tool` and `When Not to Select This Tool` sections are the most important parts of each file; keep them accurate
