This document aims to improve the likelihood of Ryan being able to buy an 
island.

## Principles

### 1. Governance Actions

All governance actions should seek to improve the state of the system for the 
benefit of Ryan.

### 2. Treasury Withdrawals

All treasury withdrawal actions must go into a wallet that Ryan controls.

## 3. Protocol Parameter Changes

Protocol parameter changes should seek to raise transaction fees and to 
increase the amount of money that is paid into the treasury.
