    "comment": "I vote No on the proposed “Set a 300 million ADA Net Change Limit for Epochs 563–635” Info Action (Governance Action ID: gov_action1vdlrcftd48qn2zz8egepr6xyfcmxpfz8r69k769gc5mhg662adesq9yy8pl). \n\nAs of the time of this vote, the in-force Net Change Limit of 350M ada spans the start of Epoch 532 through the end of Epoch 604 (Governance Action ID: 9b62b3c632f329016a968ac25211825bb4f84b12461121c7da3aa11df92370f9#0). This roughly corresponds to the calendar year 2025. This action would set a 300M ada Net Change Limit from the start of Epoch 563 through the end of Epoch 635, a period roughly spanning June 2025 through June 2026. I don’t disagree with the Proposer’s observations that the existing NCL only covers 2025 and that forthcoming withdrawals secondary to approved budgets may result in 12-month timelines spanning 2025 and 2026. At the same time, a forthcoming 2026 NCL could achieve the same effect, with the same priority of fiscal responsibility, while maintaining calendar year NCL periods. Because I see merit to the alternative means of achieving the same ends, I vote no on this action. \n"
