USIM Application label. 16 bit USC2 characters string provided by the application provider to be shown to the user for information, e.g. operator name. It is recommended by ETSI/3GPP spec that the application label does not exceed 32 bytes.

The application label is optional. If no label is provided, the buffer should be NULL.
