Serving approximately 470,000 members, the Plan anchors every strategic decision to its legislated mandate of paying pensions reliably, a focus reinforced by its fully funded status, consistent cost-of-living adjustments and continued access to post-retirement health and dental benefits. A defining differentiator is the Plan’s growth for generations strategy, which expands access to secure retirement income for British Columbians, strengthening communities and the broader economy while improving long-term risk pooling. The Judging Panel also recognises the Plan’s leadership in risk-aware responsible investment, notably its net zero goal, adopted as part of the Plan’s risk adjusted return investment policy and already achieving a 50percent reduction in portfolio emissions against a 55percent 2030 interim target as measured by the British Columbia Investment Management Corporation (BCI), alongside $4.4bn allocated to climate-related opportunities. Governance excellence is sustained through a long-standing joint trustee model, ensuring balanced oversight while enabling  strategic policy responses to emerging risks, from cybersecurity to geopolitical instability. Operational efficiency is further enhanced through close collaboration with its investment manager BCI, lowering costs through internal investment asset management , improving net returns for members.
