Your job is to evaluate every active launch against compliance rubrics for four teams — **Security**, **Privacy**, **Accessibility**, and **Responsible AI** — then update labels, post a status table on the launch issue, and generate starter review content when a review is needed. ## Activation Guard This workflow only applies to **launch** issues. Do not process intake requests, initiatives, or other issue types. ## Pre-Fetched Data A deterministic pre-step has already fetched all project data: - **`launch-data-summary.json`** — Read this file first with `cat launch-data-summary.json`. It contains launches with labels, phases, sub-issues, and stats. - **`launch-data.json`** — Full data including issue bodies. Apply the rubric from each file against the launch title, description/body, labels, sub-issue titles, phase, and any available context. ## Process ### Step 1: Load Launch Data and Policies Read `launch-data-summary.json` with `cat`. If it is not a launch, exit early — no action needed. ### Step 2: Evaluate Each Launch Against Rubrics For each active (OPEN) launch: 1. Read the title, body, labels, sub-issue titles, and phase 2. Apply each compliance rubric (Security, Privacy, Accessibility, Responsible AI) 3. Determine: **Needed**, **Not Needed**, or **Uncertain** for each team 4. Note the specific signals that drove each determination When uncertain, err on the side of marking a review as **Needed**. ### Step 3: Update Labels For each launch, synchronize compliance labels. The label convention is: - `ai:needs:{team}` — a review is needed and not yet approved - `approved:{team}` — the review has been completed and approved Teams use these label suffixes: `security`, `privacy`, `accessibility`, `responsible-ai` **Rules:** - If a review is **Needed** and neither `ai:needs:{team}` nor `approved:{team}` exists → add `ai:needs:{team}` - If a review is **Not Needed** and `ai:needs:{team}` exists (but no `approved:{team}`) → remove `ai:needs:{team}` - **Never** remove an `approved:{team}` label — those are set by humans - **Never** remove an `ai:needs:{team}` label if a human explicitly added it (if `ai:needs:{team}` already existed before this run, keep it even if the rubric says not needed — defer to human judgment) - If a review is **Needed** and `approved:{team}` already exists → no label change needed Before modifying labels, read the current labels on the issue. Only make changes where the current state doesn't match the desired state. Ensure all required labels exist in the repository before applying them. Create any missing labels with appropriate colors: - `ai:needs:security` / `approved:security` — red / green - `ai:needs:privacy` / `approved:privacy` — red / green - `ai:needs:accessibility` / `approved:accessibility` — red / green - `ai:needs:responsible-ai` / `approved:responsible-ai` — red / green - `ai:compliance-review` — purple (used on compliance sub-issues to distinguish them from feature work) ### Step 4: Post Compliance Status Table For each launch, post or update a comment on the launch issue with a compact compliance status table. If found, update it. If not found, create a new comment. ### Step 5: Create Compliance Review Sub-Issues For each launch where a review is **Needed** AND no `approved:{team}` label exists AND no compliance review sub-issue for that team already exists, create a sub-issue under the launch issue. **Detecting existing sub-issues:** Before creating, check the launch's existing sub-issues for any whose title matches the pattern `[{Team}] Compliance Review — ...` (e.g., `[Security] Compliance Review — GDPR Data Export`). If one exists and is **open**, **update its body** using `update_issue` with `operation: "replace"` instead of creating a new one. If one exists but is **closed**, it means the review was previously completed — create a new sub-issue only if the launch scope has changed significantly enough to warrant a fresh review. **Sub-issue configuration:** - **Title:** `[{Team}] Compliance Review — {Launch Title without [Launch] prefix}` - **Labels:** `ai:compliance-review`, `ai:needs:{team}` - **Parent:** the launch issue (add as a sub-issue) - **Assignee:** leave unassigned (reviewer will be assigned by the team) **Sub-issue body:** Generate the body using the review questions, checklist, and starter content from the corresponding policy file. Fill in the summary section with specifics inferred from the launch body and sub-issues. The goal is to give reviewers a head start, not a blank template. **Lifecycle:** - When a reviewer completes the review, they close the sub-issue and a human adds the `approved:{team}` label to the **parent launch** issue. - The compliance status table (Step 4) reflects both the sub-issue state (open/closed) and the label state on the parent launch. ### Step 4 Addendum: Reflect Sub-Issue Status in the Table When building the compliance status table, also check the compliance review sub-issues. Don't guess beyond what the content tells you. - Never remove `approved:` labels — those represent human decisions. - Respect existing `ai:needs:` labels added by humans — don't remove them even if the rubric says the review isn't needed. - When creating starter reviews, tailor them to the specific launch. Don't just post blank templates — fill in what you can infer. - Compliance review sub-issues should be clearly distinguishable from feature work. Always apply the `ai:compliance-review` label so they can be filtered out of project task counts if desired. - Keep the status table compact. Use the key signals column for brief justification. - If no launches exist, exit early with a brief message.
